Server completely down between 3-11 oder just some lags or something?

nobody knows? im not sure if i should lvl up now... if there down i will get problems with lvl up on WB. thats why im asking

You should assume the server will be offline, yes.

so the wb will begin right at 11am then? or is the time "paused" and wb will begin even later?
