help needed

I am hearing all the players talk about how they get alot of good monsters and stuff at low levels and stay at the low level like below 80 how do u manage to do this?
I have tried but I guess I do quest to much to stay at a level for a long time and if u don't do quest how do u get more monsters to keep ur att on the rise I just don't understand and would like it if someone to explain it to me.
I know skezy is my best example on a low level with gods and stuff already.

they get to a high level, get alot of jewels and reset. once they reset they add everything to stamina and are able to get high rewards because they can level very easy which refills stamina

or spend $$$$$$
